TIS 1 yr, 6 months, 3 days
Policy Implications _| None

EXECUTIVE SUMMARY:

The applicant received Non-Judicial punishment on three separate occasions for repeated unauthorized
absences, disobedience to check with supervisors, damaging government property, inappropriate use of WSIII,
unsanitary living habits, falling asleep on watch, and making false official statements. The applicant was given
ample opportunity to perform up to the expected standards of all shipmates.

The applicant does not dispute the aforementioned events; rather the applicant lists the offenses on the

application, and asks that the board consider that the challenging marital and parenting affairs served as a
primary catalyst for the inability to perform.

The Board finds no issues with propriety or equity in this case. The Board deemed that the applicant’s character
of service, reason for separation and reenlistment code are appropriate and should not be changed. The
applicant has not substantiated any error or inequity.

***The Board does recommend an administrative correction to be made to the applicant’s DD214 in Block
-15b. The applicant is a high school graduate.***

The Board unanimously recommends no relief.

Propriety: Discharge was proper.
Equity: Discharge was equitable.
Final Adjudication by Assistant Commandant For Human Resources: No relief.

For item 28e (Education) the recruiter indicated he reviewed the applicant's GED (general education development) and a high school letter. The applicant did not participate in the VEAP and he enlisted after 1985, accordingly, his DD Form 214 correctly reflects a “NO” response. However, the applicant was a high school graduate when he enlisted and item 15b should reflect a “YES” response. Accordingly, his DD Form 214 should be corrected to show a “YES” response in item 15b.
